Why Is Bellview Institute Of Distance Learning Not Registered With The Department Of Higher Education?

From August 2016 to February 2020 it was a requirement for the accreditation of TVET and FET Private Colleges that they must register with the Department of Higher Education. This requirement was communicated in the Joint Communique 1 of 2016. Which was the reversal of the opposite position from 2012.

This requirement from the Joint Communique 1 of 2016 was revoked in Communique 01 of 2020, which was published in the Government Gazette of 7 February 2020, by the Director-General: Higher Education, Mr. GF Qonde.

As per point 4.1 in the Government Gazette of 7 February 2020, Private Colleges “are no longer required to lodge applications for registration with (the) Department (of Higher Education) as private colleges or private higher education institutions as contemplated in the Joint Comuniqué 1 of 2016.”

Today Private Colleges cannot apply to register with the DHET. Because that accreditation process no longer exists.

Colleges that were accredited by the DHET in the past, retain that accreditation until the date that the accreditation reaches its normal expiry date (usually three to five years after the accreditation was given). And then that accreditation will expire and cannot be renewed.

The correct accreditation process as per the Government Gazette of 7 February 2020, is for private colleges to first get accreditation from the QCTO, and then apply for an Exam Number from the DHET Exams Division.

To get this exam number a college must pass the DHET Exams Division Registration requirements and a site visit from the DHET Exams Division. Once a college has passed, it is issued with a letter to confirm its exam number and its accreditation.

What Is Accreditation?

Accreditation is a way for students to know that the course they are studying and the educational provider they are studying with, are both recognised; and that they both meet specific educational quality standards that are set by the relevant accreditation bodies.

These educational quality standards include things like:

  • The qualifications of lecturers – ensuring your lecturer is properly qualified to lecture on a specific programme
  • The quality of the institution and its services – ensuring the availability and quality of administrative support, financial viability, and proper infrastructure, 
  • The textbooks and study notes used by the educational institution  – ensuring that the syllabus and unit standards are properly covered in the learning materials
  • Quality of facilities – proper offices, furniture, exam rooms, a strong room with a safe for exam papers, and a safe working environment for employees


For a course to be accredited, it has to go through the review processes by different accrediting, examining, and registering bodies. This will determine if the program and the educational institution meet the specific quality standards. 

Passing these review processes, site visits, and quality checks, means that a specific educational provider is now accredited to offer a specific programme, which is also an accredited programme.

What Does It Mean When A College Is Accredited

A college that is accredited meets the standard requirements of accreditation bodies. By meeting these standards, the learning institution is sure to provide learners with quality education and qualifications.

The process of accrediting a college will determine that they:

What Can I Study Without Matric?

Even if you do not have a matric certificate, you will still have many study options. This includes:

  • ICB Business Management (entry requirements: Grade 11 or  equivalent)
  • A variety of unaccredited courses or short courses (entry requirements vary)

Can I Study An Accredited Course Without A Matric Certificate?

There are many accredited courses you can complete without a matric certificate. Some of these accredited courses include ICB Bookkeeping and Accounting (entry requirements: Grade 10 or equivalent certificate), and ICB Business Management (entry requirements: Grade 11 or equivalent certificate).

If the course you want to study requires a matric certificate, you can complete an Adult Matric course. This will provide you with a matric certificate that you can then use to further your studies. 

You will need a grade 9 certificate to start your Adult Matric course. You must also be 21 or older at the time of your examinations (although you can start with your studies at a younger age).

Some job descriptions also require you to provide them with proof of your matric certificate, so if you want to apply for a specific job, Adult Matric can benefit you as well.

Do Employers Care About Accreditation?

When you are looking for a job, employers will look at the learning institution you have attended. They do this to see if the learning institution is accredited by a reliable agency.

If you did not study at an accredited institution, employers will question the validity of your degree which could influence whether or not you get the position. This is because an accredited institution ensures quality education which employers value.

Can I Get A Job With A Non-Accredited Qualification?

Just because the course you have completed is not accredited does not mean that you cannot get a job.

Non-accredited courses focus on equipping students with specific skill sets. These courses are great for career development and even self-employment.

You will, however, not be able to apply for an executive position. Accredited courses are necessary if you can study for a professional qualification in your specific work industry.
